Payroll Officer - Belfast - Public Sector

Hays are delighted to be working with a public sector organisation who play a pivotal role in shaping education, to support them with maternity cover within their payroll team.


Your new role

Payroll Duties
•Prepare monthly computerized payroll for approximately 200 staff and casual workers.
•Prepare regular payroll-related returns, including month-end salary deductions, annual returns, and P11D forms.
•Complete payroll returns for HMRC and other organisations.
•Analyse salary costs against the budget and post payroll journals monthly.
•Reconcile monthly payroll-related control accounts.
•Administer routine pension schemes, including starters, automatic enrolment, leavers, and annual returns.
•Operate salary sacrifice schemes, such as childcare vouchers and cycle schemes.
•Conduct ad-hoc payroll and pension analysis.
•Maintain payroll and pensions records for external agency enquiries.
•Perform month-end and year-end payroll procedures.
•Handle salary cost of living adjustments and annual pension rebanding.
•Conduct staffing cost exercises for grant applications.
•Support the annual budget setting process.
•Assist with month-end close procedures.
•Liaise with the payroll system software provider.
•Calculate payroll for the Students’ Union (one employee) and manage related deductions.
•Correspond with employees on payroll matters, including overpayments and pay changes due to sickness.
Sales Ledger
•Assist in raising sales invoices on an ad hoc basis.
Cash Management
•Prepare regular bank lodgements.
•Perform daily Finance Office cash reconciliations.
Purchase Ledger
•Assist with purchase ledger processing, including registering purchase invoices and forwarding them for authorisation.
Students' Union
•Maintain bookkeeping records for the Students’ Union by updating spreadsheets with transactions and preparing bank reconciliations.

What you'll need to succeed

•At least 5 GCSE passes at Grade C or above (or equivalent), including English and numeracy.
•Experience with computerised payroll and related administration, including HMRC liaison.
•Experience with large payrolls (50+ employees), including varying contractual entitlements.
•Knowledge of statutory entitlements and payroll/pensions administration (e.g., SSP, SMP, HMRC annual returns).
•Good attention to detail and ability to maintain confidentiality
•Experience of employer pension schemes would be advantageous
