Interim Procurement Manager

Your new company
You will be working for a Public Sector organisation who focusses on developing, improving and creating efficiencies. Your new role
The role holder will be responsible for a proactive business partner approach; providing technical expertise to shape and influence decisions with senior stakeholders across the organisation. You will be there to give your expertise in ensuring operations are done effectively and compliantly. You will be translating the vision and strategy into tangible procurement related goals and targets, managing performance through proactive planning, engagement and influence, taking key decisions and managing risk.

  • Visible and trusted Procurement lead for relevant areas of expenditure who develop strong relationships (internally and externally).
  • Responsible for providing a proactive procurement approach, providing direction and expert advice on procurement and supplier management matters in the areas of responsibility.
  • Lead in identifying and planning future procurement related activity over multiple financial years.
  • Agreeing priorities with stakeholders, ensuring resources are planned and commercial and financial risks in the supply chain are identified and suitably mitigated.
  • Working across the organisation to develop, motivate and coach colleagues and stakeholders, including setting and monitoring performance objectives, identifying training requirements and mentoring.
  • Provide leadership in area of responsibility, being seen as the professional lead and expert across relevant spend areas.
  • Establish, plan and implement ‘end to end’ Procurement strategies using expert knowledge, research, data and market insights to determine priorities and inform decision making to ensure security of supply, financial savings and sustainability from supply chain.
  • Running tenders compliantly with PA23 regulations.

What you'll need to succeed
  • Demonstrate working knowledge of acting as a Procurement Business Partner and leading the function.
  • Good commercial awareness and a confident negotiator.
  • Experience of contract management.
  • Ability to review and recommend the most appropriate procurement strategy and to provide leadership on the creation of clear and relevant tender evaluation models, alongside ability to produce high quality procurement/tender documentation.
  • Ability to explain technical procurement procedures and provide training and advice to a wide audience.
  • Ideally MCIPS/ CIPS or relevant training and experience.
