Hays is partnering with a local council to recruit an experienced Interim Senior Service Manager based in Birmingham City Centre. This role is crucial in supporting the Service team while they recruit a permanent replacement, ensuring a smooth handover and continued support.
You will be responsible for covering repairs, voids, sundry services, gas, contract management, and customer engagement. You will work with planned/capital management, overseeing an area of about 20,000 properties (excluding the delivery of planned programmes).

You will be responsible for covering repairs, voids, sundry services, gas, contract management, and customer engagement. You will work with planned/capital management, overseeing an area of about 20,000 properties (excluding the delivery of planned programmes).
Key Responsibilities:
- Budget Management: Plan, manage, and control budgets within your service and programme responsibilities.
- Compliance: Ensure procedures and working instructions for designated service areas comply with BCC policies and procedures.
- Service Improvement: Continuously reviewing service plans and delivery mechanisms, proposing improvements for more effective and efficient outcomes.
- To maintain an overall view of the partnering relationship, monitoring and developing the implementation process.
- To provide repair and maintenance and gas service for the 65,000 housing stocks.
- To ensure and authorise correct payment under the contract terms to our partners.
- To ensure the creation of effective audit trails for all work undertaken.
- To act as a first point of contact on contractual disputes where necessary.
- Manage ‘bought in’ technical expertise from either within the Council or external consultants according to fluctuations in work demand.
- Ensure that there is sufficient expertise and resources available in order that any risk from the contractual arrangements is minimised.
- Work towards changing the focus of housing repairs from routine repairs to plan.
- Take a role in developing further partnering arrangements to run in parallel with managed repair and maintenance contracts.
- Knowledge of terms of contracts, specifications, performance standards, partnering arrangements and Financial and Standing Orders
- Developing new approaches to contract management, working across organisational boundaries to achieve measurable improvement in service performance.
