Your new role:
Delivering New Homes and Capital Projects:
- Project Management: Ensure best practices in project management, including procurement and contract management, for successful and efficient delivery.
- Project Management Function: Contribute to the development, embedding, and delivery of best practice project management across all projects, including those managed by the supply chain and other providers.
- Council Strategies: Understand the Council’s property and accommodation strategies and deliver projects that align with these strategies.
- Quality Assurance: Provide high-quality architectural, engineering, and surveying advice, ensuring compliance with all regulatory and statutory requirements.
- Value for Money: Ensure projects deliver value for money, high-quality service, and meet client requirements to support the operational estate.
- Project Oversight: Take overall responsibility for planning, managing, and monitoring the delivery of your projects, including departmental and supplier-side innovation projects.
- Timely Delivery: Ensure projects are delivered on time, within budget, and represent value for money, achieving high satisfaction levels with service departments.
- Budget Management: Manage all elements of budget management for your projects from inception, support capital funding bids, source grant funding, and report regularly on cost and budget management.
- Collaboration: Work with colleagues to support project delivery, report into overall projects and budget trackers.
- Service Solutions: Collaborate with service departments and external partners to provide solutions based on agreed service plans and sound business cases and options appraisals.
- Reporting: Draft reports for projects and services as needed.
What you'll need to succeed:
Qualifications:
- Recognised project management qualification.
- Membership in a related property-based professional body (e.g., Chartered Surveyor, Chartered Building Surveyor, Chartered Architect, etc).
Skills, Experience, and Attitude
Essential:
- Proven track record in developing and delivering mixed new build projects, with a focus on new-build homes.
- Demonstrable knowledge of the UK construction industry, including procurement legislation, supplier and contract management, and hands-on experience with various types of construction contracts.
- Experience in dealing with senior management, stakeholders, and elected members.
- Exceptional problem-solving skills, with the ability to identify and resolve issues and drive the development and implementation of innovative solutions.
- Excellent communication skills, both verbal and written, with the ability to communicate effectively at all levels within the organisation.
- Strong analytical and decision-making skills.
- Ability to manage large budgets.
- Proven ability to work autonomously, with minimal supervision or management.
